Assuming it is capable of mobile data, you need a mobile data plan that allows it to be used as a WiFi hotspot (or tethering with USB cable). Unlimited mobile data plans usually do not. Some that allow being used as hotspot/tethering might just slow down instead of charge more if you go over a certain amount of data per month.

The plan I have like that for my T-Mobile Android phone just slows from 4G to 2G if I use more than 5 GB/month. Mobile hotspot or tethering is enabled in its Settings > More Settings. Alternately it also works for tethering a computer by USB cable to other local WiFi without using mobile data (I tested that).

You may need to set up a new network connection – just follow the simple … bar at the top of the screen to show that tethering is up and running.
